Best CHEAP video editor?

I'm looking for the best, CHEAP video editor. Nothing really fancy, just a few effects(or more), able to put font on/off the video, and to cut the video to put it in correctly. Something that can handle widescreen. I have a Windows Vista PC if that information is needed. And I don't like Windows Movie Maker, the quality is too low. I have a FHD camera, and I have to convert my videos the lowest quality for it. (My camera's format is .mov but I can easily convert it to anything else) Basically anything that will be 480p on Youtube. (:
