What would cause this?

my grandpa (poppa) is 70 years old,he goes though dialysis 3 x times a week,and has diabetes he's been dropping lots of weight! and yesterday we went to visit him and he couldn't lift up his right leg hardly he could use his heel but not his toes and stuff could that have been a mini stroke or what?please help! thanks in advance!
