Does an adult with menengitis always have fever?

I'm concerned my hubby may have menegitis. Stiff neck, some confusion, headaches, vomiting, and other symptoms. He's on dialysis because his kidneys were removed due to cancer. He has no fever. Could it still be menengitis?
