Why is nepoleon usually portrayed short, if he was what the average hight was?

just a thought that occurred to me. Napoleon is usually portrayed as being really short. but iv also heard that he was actually the normal size for a full grown man in his era. so if he was around average height, where did people get the notion he was short?
